Meet the ICMC Team.

Nigel Bailey, Vice President

Mr. Bailey is president of International Captive Consultants Limited, in the British Virgin Islands and also of a sister company in St. Lucia.  He is also an owner/manager of Three Saints Management LLC in St. Thomas, US Virgin Islands.

His experience of over 30 years in the insurance industry encompasses several different countries and senior positions in major insurance companies and international brokers. In 1987 he became general manager of the regional subsidiary of a large international insurer in southern Europe and also managing director of a group of mutual funds.

Mr. Bailey was appointed by the British Government to be the first insurance regulator of the B.V.I. In 1999 he formed International Captive Consultants Limited (ICC) in the B.V.I. to provide consultancy and administrative services to the international insurance industry. ICC has grown steadily over the years and launched a sister company in St. Lucia in 2001. In recent years, he has worked with the United Nations Conference on Trade and Development (UNCTAD) to provide training for insurance and mutual fund regulators.
 

John R. Patton, Esq., Vice President

Mr. Patton is President of McCarran Ferguson Consulting and is a founding partner of the Roberts & Patton law firm.

He has provided counsel on insurance issues to a wide range of national and international clients.  He started his legal career in 1994 with a major USA life insurer.  As in-house counsel he became the chief officer for all regulatory and compliance matters, including legislative and regulatory action throughout the U.S. and numerous foreign countries.  Mr. Patton has expertise in development and review of policy forms, advertising, and market programs, as well as group product issues. 

He currently serves as Counsel to insurance companies, insurance agencies, and third party administrator and works independently on insurance matters on behalf of several law firms. He is currently a member of the Texas and American Bar and is admitted to practice before the Supreme Court of Texas and all other Texas courts.

 

Gabi Rivera, Administrator

Ms. Rivera is the Office Manager of Three Saints Management, LLC, a U.S. Virgin Islands company engaged in providing local management to captive insurers and other offshore companies.

Born in Germany and educated at the University of Heidelberg she moved to the U.S. Virgin Islands in 1970 and worked with Chase / J.P. Morgan Chase for 30 years.  As the Managing Director of Chase Trade, a subsidiary with branches in New York, Barbados and Tortola, she gained experience in the administration of various offshore products such as Foreign Sales Corporations and international business companies.

 

G. Thomas Roberts, Esq., President

Mr. Roberts is a founding partner of the Roberts & Patton law firm. 

For the past thirty-four years, he has concentrated his practice in matters relating to the insurance industry. He has been General Counsel of a major USA life insurer as well as a Partner in several law firms in Harrisburg and Pittsburgh, Pa. Mr. Roberts has been involved with advising clients as to corporate tax, SEC matters, mergers & acquisitions, reinsurance treaties, and insurance regulatory and compliance issues. He has developed several proprietary insurance strategies, including strategies of interest to small single parent (captive) insurance companies.

He is currently a member of the Executive Committee and Chairman of the Education Committee of the Life and Health Compliance Association and several insurers.  He is admitted to practice in all Pennsylvania courts, the U.S. District Courts and the U.S. Tax Court.

 

Jess Sixkiller, Captive Manager

Intercontinental Captive Management Company of Arizona

Mr. Sixkiller, enrolled member Cherokee Nation of Oklahoma is Chairman of Native First Capital Markets Group a financial services firm and President of Sixkiller & Associates Business Consulting. He is founder and past President/CEO of the Native American Insurance Company a captive insurance carrier providing coverage’s for Native American Tribal Governments throughout the Country. He was a member of the federal Senior Executive Corps and served in both Democratic and Republican administrations.  He holds a Master’s in Urban Studies through the National Urban Fellowship Program, Yale University.

 

Stewart A. Schwab, Vice President

After receiving an Honorable Discharge from the U.S. Navy, Mr. Schwab attended evening classes at the University of Maryland (London Branch) and worked for IBM U.K. Ltd. After graduation he began his insurance career with a major U.S. Insurance Company. He has worked for several large insurance companies and has expertise in development and review of policy forms and advertising. Mr. Schwab has over thirty years of experience and has worked with several state and federal agencies. In his last position he was responsible for obtaining approvals from the Centers for Medicare and Medicaid Services (CMS) for all Member and Marketing Materials.

He was a member of the Executive Committee of the Life & Health Compliance Association from 1993-1996 and from 1999-2001 and served as it’s Chairman in 1997.
